The Council of A'vock / The High Council of Sa'vel
Basically the government that runs Sa'vel.
They are currently at war with the Hounds, trying to eradicate the criminal organisation from the world, but to no avail.
The order of A'vock is made up of Skarrid Avarris, supposedly with the god A'vock at the top. Only the ring of Skarrid are able to confirm or deny if there actually is a god controlling the government. Usually the responses of the Skarrid vary, refusing to elaborate on the existance of A'vock.
Some Avarris diving deeper into the government body are skeptical about the council and it's supposed war with the Hounds. If there was an actual god controlling it, surely they could just get rid of Giovanni and be done with it, right?

The Council creates the laws for the other Avarris to abide to. The laws are suggested and voted upon by the other Skarrid of the Council. Suggested laws are passed when they reach a majority vote, as are things that would impact the world in major ways, such as getting rid of Giovanni.
Any law that the Council decides upon will be given to the current major political figure in Sa'vel, who will then announce it to the public so the Council can retreat to the shadows again.
The Council does not walk among the public. The Skarrid that make up the Council will, but they are not on official positions until they return to the great tower in Sa'vel. The Council will never speak of their work in order to protect the identity of their accompanying god, A'vock, as it would give his enemies a great point to strike in order to cripple the council.
